The communications server failed to establish an ISC connection to peer system remote-region.
The CCI protocol return code is reason-code.

- The bind for the peer server is silently retried until the ISC connection status changes.

- Check that the remote-region is active and that the system has a network path to remote-region for the protocol specified.
